The cross-sells block should have an option to show recommended products based on the cart’s contents, rather than the page being viewed.

## Background

When the cross-sells block is placed in the minicart, the products shown are based on the the product page being viewed. This both means it will often not show anything and doesn’t have feature parity with the cross-sells feature that exists on the Cart page.

My assumption when using this block is that it will show cross-sells based on the contents of the cart. That is a much stronger sign of visitor intent than the page being viewed, and I would expect it would convert at a higher rate.

I don’t think this needs a new block, but instead could just be a mode of the cross-sells block to show products based on the cart contents rather than the page being viewed.
