Customs clearance cost

Is it possible to add to plugin one more rule – customs clearance cost? It should be once applied to an order, but not to an items in an order.

    All couriers charge a clearance or ‘disbursement’ fee for eaxch shipment, it is currently not possible to add one off fees using this plugin, if the customer order 4 products thenany fee added is multiuplied by 4.

    Please add the ability to add ‘one off’ fees 🙂
