It is convenient to have an option so that VAT is not validated in the store’s base country. In Spain, for example, companies always pay taxes on B2B operations. It makes no sense to force the field with the country code in front to be completed so that the error message does not appear. It is good for companies outside of Spain, but it is a bad user experience if you are a company resident in Spain.
