Per Product Shipping for WooCommerce
Define separate shipping costs per product which are combined at checkout to provide a total shipping cost.
Set product price per Shipping Zone
Add ability to set product prices for each Shipping Zone rather than having to add multiple rows of Country Code/State/Zip etc. Shipping Zones already have all those details specified – it will be much faster to set up with fewer rows.

Let’s simplify the rule!
WooCommerce users only confiture shipping by zones and packages
The setup for the default in per product shipping uses shipping zones and is simple to do, but if you have a large number of different postage rates so you want to define postage on a per product basis you are forced to use country codes. I agree with Grant it would be far better to use the same zones for per product pricing, as it is it quickly gets unworkable to use potentially dozens of country codes
