simple product RFQ settings, quote fields issues

1. Having the ability to per “simple” product show/hide/disable quote buttons like you can on variants would allow for more control on the quote system.

2. The setting quote fields to required seems to not work correctly. as filled in fields aren’t allowing Request for quotes to be submitted.
