When a Woocommerce shop sells only digital products there shouldn’t be a need to constantly toggle the Virtual / Download toggle on for every product.
Currently there are too many steps to make the Woocommerce shop only support Digital Virtual products. Also, the Add Product form still contains all the unnecessary fields for physical products, which just clutter up the interface when your shop is digital products only.

I am wanting a workflow that, after a customer signs up, they must sign a waiver before they schedule with me.
It would be really convenient to be able to easily search through orders to find order’s containing specific products. For instance; If I want to do a stock count within our other systems I don’t have an easy way to see currently open orders containing the product in question.
Now both: “Billing address” and ““Ship to a different address” are mandatory. I would like to propose ““Ship to a different address” conditional + the radio button for: “Ship to a different address”
