Advanced Shipping is the perfect solution for store owners who have specific shipping requirements that go beyond Woo’s native capabilities. Creating configurations based on conditions will provide you with the most versatile way of creating the shipping rates that will fit your needs.
For example if you wish to setup shipping rates based on the item quantity, which items are in the cart, the total weight of the cart, or the weight of specific (group of) items, product specifications and the list goes on and on…
Advanced Shipping comes with a wide variety of conditions. A full list of available conditions:

Add as many ‘OR’ condition groups as you wish within a shipping rate. All Advanced Shipping rates will appear that match ALL the conditions within one condition group.
Is the condition you need not available? The plugin can be extended easily through the available hooks and filters.
Through the Advanced Pricing functionality the Advanced Shipping rate can be assigned the most versatile shipping cost. Within this section you’ll find options to setup shipping cost by Weight, Shipping cost by Shipping Class, Shipping cost by Category and Shipping cost by Product.
Each section has their unique features. For example you can setup cost for each additional weight unit (rounding up or down). Shipping cost per product, class and category can have a table rate based on the selected item(s) weight, quantity or subtotal.
The fee is configurable to flat fees, percentages, percentage of the selected item(s), as a multiplier or a negative/discounted amount.

Yes, aside from WooCommerce Core, no other plugins are required for Advanced Shipping to work.
The names are alike and both created by the same developer, but they’re not the same. The Advanced Shipping Packages plugin is for separating the cart into separate packages. So when an order ships in one or multiple packages that plugin will fit that requirement. This plugin is for setting up conditional shipping rates.
Yes, but it can depend on your specific requirements. Through the Advanced Pricing functionality the pricing can be setup in such way that only shipping costs are charged for the paid shipping products. Similarly, with the conditions a free Advanced Shipping rate can be setup to only appear for the given products.

This is not a feature that is available out of the box as it isn’t guaranteed to work with all plugins.
Yes, the plugin is a logic-only plugin in that situation. Which checkout is used does not affect the shipping rate availability.
