To allow the promotion to be available for a specific user on the website on email address same as the available for specific user roles but just for a specific user.
I know this isn’t exactly what you’re asking, but I believe you can achieve this by having the BOGO require a coupon code, and limiting that coupon to a particular email address. It would require the additional step of the user entering a promo code unfortunately.
