This is a core feature of Stripe and their new checkout experience. Shopify has been offering a similar checkout with “express checkout” buttons (shoppay, AmazonPay, Applepay, etc.) for many years. Now, as of Woocommerce Stripe 9.3, stores selling digital products will not show express checkout buttons (unless they only sell their digital products with no tax or one tax rate (based on store location instead of customer location).
Is Woocommerce Stripe a global payment gateway?
I’m not a developer, but this isn’t new. Paypal has been integrated into countless checkouts and gateways and can handle multiple tax rates and currencies.
The reason I was told (by Woocommerce Stripe Forum Support) that this was disabled was because sometimes tax wasn’t correct when a customer utilized the express checkout button (before or without adding a shipping address) to the order. The solution is not to disable it! This is an important feature for store owners selling digital products.
Shopify is gaining market share. Please, Woocommerce needs to prioritize things like this. The Stripe “new checkout experience” was slow to market and Woocommerce was then slow to incorporate it into Woocommerce Stripe. Please fix the integration – don’t remove key features.

Ugh, I just reread what I wrote above a few days later. Context: this was written I have spent hours and days and weeks and months on a website and on integrating the Woocommerce Stripe extension and then found out a few weeks before site launch that the Express Checkout (Google Pay, Apple Pay, etc.) is now disabled for digital products. You could say I was a tad frustrated when I wrote what’s above. Regardless, I apologize to the Woocommerce/Automattic and volunteer development team that has put in the work to make Woocommerce and this extension what it is. Keep up the great work and I hope that a solution is found to getting the Express Checkouts to play nice with taxes and customer locations.
