  rate limit filter for admin-ajax.php?

  I got scenarios where site owners open tens of tabs with analytics data from the Woo store and sometimes, for some reason, it does a lot of admin-ajax requests doing background checks (even with heartbeat disabled) and I was looking for a way to limit this so it will not kill the server resources.
